UN Resident Coordinator Opening Remarks for the Dushanbe Conference Session III - The Way Forward: Building Robust and Effective Border Security Management Strategies and National Action Plans

Excellencies, esteemed guests, partners, and colleagues, good afternoon. It is my distinct honor to chair the third thematic session of the High-Level Conference on “Strengthening International Counter-Terrorism Cooperation and Building Agile Border Security Mechanisms – The Kuwait Phase of the Dushanbe Process.”

During yesterday's enriching sessions, global leaders and experts examined the threat of terrorism worldwide, multilateralism in counter-terrorism cooperation, and provided regional insights into border security challenges. Today, the discussions have continued on enhancing cooperation for border security in an era marked by porous borders and rapidly evolving technologies.

In this final session, we will exchange diverse perspectives on the way forward in building robust and effective border security management strategies and national action plans. During the last Dushanbe High-Level Conference, hosted by the President of the Republic of Tajikistan, H.E. Mr. Emomali Rahmon, the “Dushanbe Declaration on Border Security and Management Cooperation to Counter Terrorism and Prevent the Movement of Terrorists (2022)” emphasized the necessity of formulating comprehensive and integrated national strategies and action plans for effective counter-terrorism in border security management. Therefore, we will explore the priorities and principles for a holistic approach to border security management, focusing on the rule of law, human rights, and gender responsiveness, alongside the essential elements of data, monitoring, and evaluation.
