"Partners in Their Employment" Supporting People with Disabilities Inclusion in the State of Kuwait
“Partners in their Employment Initiative", launched in 2018 by the Human Capacity Building Association, is a pioneering national effort that aims to empower persons with disabilities as well as mild to moderate disabilities through specialized training, practical field experience, and direct integration into the labor market.The initiative is designed to create sustainable career pathways, foster social inclusion, and strengthen Kuwait’s commitment to Agenda 2030 New Kuwait Vision 2035 and international human rights frameworks.Over the years, the initiative has achieved remarkable milestones:Training nearly 260 participants with disabilities across multiple fields.Successfully employing around 220 persons in the public, private, and cooperative sectors, with a 100% employment rate in its fifth training cycle.Raising societal awareness of the abilities of persons with disabilities and promoting their full social and economic integration.Our PartnersThe success of the initiative is built on strategic partnerships across government, private sector, and civil society, including:Government Entities:Ministry of Social Affairs and State Ministry of Family and Childhood AffairsPublic Authority for Persons with DisabilitiesCivil Service CommissionPublic Authority of ManpowerKuwait UniversityPrivate Sector & Oil Sector:Leading companies in the oil industry and key private businesses (ensuring compliance with the 4% employment quota for persons with disabilities, as per Articles 14 & 15 of the Disability Law)Private institutions supporting inclusive employment programsCooperative Sector:Cooperative societies that have provided training and job opportunities for participantsCivil Society & Human Rights Organizations:Local NGOs and rights-based organizationsVolunteer initiatives that contribute to awareness and training programsThe National Diwan of Human RightsOur Joint Objectives:Through “Partners to Employ Them”, we are committed to:Investing in human capital.Promoting values of responsible citizenship.Enabling persons with disabilities to actively contribute to society.Enhancing Kuwait’s global standing in international indicators on human rights, labor, and human development.Highlighting the role of government agencies, private sector entities, and civil society organizations in activating the concept of partnership in social responsibility to support PWD inclusion.Strengthening and highlighting the role of the PWD in the society, by increasing job demand among the disabled category to engage and integrate in the job market in complete harmony in the society. The initiative is under the direct leadership of the Ministry of Social Affairs, and direct supervision and coordination of the Public Authority for Disabled Affairs and the Office of the Representative of the Secretary-General of the United Nations Secretary-General and Resident Coordinator in the State of Kuwait.Watch the story of Ahmad Al-Sabti, a living testimony to what genuine partnership and teamwork can achieve. This is not just an individual's story, but the result of an approach based on human rights, empowering individuals, and achieving the Sustainable Development Goals, particularly Goal 8 regarding decent work and Goal 10 regarding reducing inequalities.
